Procellis Technology Inc. holds a State of Minnesota MNSITE 2.0 Professional & Technical Services Master Contract (T-Number 23ASK) to provide information technology-related services to executive branch agencies and eligible public entities.
 
Under this Master Contract, agencies may issue individual Work Order Contracts for project-based IT services or staff augmentation. Work may not begin until a fully executed Work Order Contract is in place.
 
This contract supports agencies in accessing qualified IT professionals and specialized technical expertise through a structured, compliant procurement framework.
 
Eligible Users:
This Master Contract is available to State of Minnesota executive branch agencies and other eligible Governmental Entities participating in the MNSITE Program, including Cooperative Purchasing Venture (CPV) members as authorized under Minnesota statute.
 
Work is issued through individual Work Order Contracts under the authority of Master Contract T-Number 23ASK.
 
Scope of Offerings:
Procellis Technology Inc. is authorized under this Master Contract to provide information technology-related professional and technical services through project-based engagements and staff augmentation.
Services are delivered under individually executed Work Order Contracts that define scope, deliverables, compensation, liability terms, and duration. Work may not begin until a fully executed Work Order Contract is in place.
 
This contract supports agencies seeking qualified IT resources and specialized technical expertise within a compliant, State-administered procurement framework.
Procellis Technology is a trusted partner to State of Minnesota agencies and participating public entities, delivering skilled information technology professionals and specialized technical expertise through the MNSITE 2.0 Master Contract program.

Under this Master Contract, Procellis provides information technology-related professional and technical services, including:

Services are delivered under individual Work Order Contracts that define scope, deliverables, duration, rates, and total project value.
 
All personnel assigned under this contract are subject to required background checks prior to performing work.
Pricing is established at the Work Order level.
  • Rates, compensation structure, and total project cost are defined in each Work Order Contract.
  • Payment is based on services satisfactorily performed and accepted by the Governmental Entity.
  • Invoices must be itemized and submitted within 30 calendar days of performing services.
  • A quarterly 1.00% administrative fee is remitted to the Office of State Procurement based on total invoiced amounts under the Master Contract.
There is no guaranteed minimum spend under this contract.
Services under this contract are procured through a Work Order Contract process.
  1. Agencies issue a solicitation or request under the MNSITE Program.
  2. Procellis submits a response identifying proposed resources and qualifications.
  3. A Work Order Contract is executed defining scope, compensation, term, and liability terms.
  4. Work may begin only after full execution and notification by the State.
 
Invoices must include:
  • Governmental Entity contract number
  • Purchase order number (if applicable)
  • Breakdown of hours, costs, and deliverables
  • Date range of services
  • Resource name (if applicable)
